International Situation
1. The global economic crisis, erupted suddenly in the last quarter of 2008, has still not receded. No country has remained unaffected from the heavy blows of this global meltdown. It has badly impacted the living conditions of the people all over the world. All the prescriptions suggested by the imperialist ideologues to overcome this crisis have not brought any worthwhile results so for. It, being an outcome of the unsatiable hunger of the capitalists for the maximisation of their profits, can not be easily controlled without a radical change in the present capitalist mode of production. That is why, substantial push up in growth is no where in sight.
Impact of global crisis
2. This prolonged global crisis has adversly impacted both the economic structures as well as the political set-ups in several countries. In th field of economy, this crisis has mainly impacted in two-ways : in further squeezing out the job potentials and in further widening up the income disparities. Consequently, the issue of unemployment has become one of the top-most issues of public concern in almost all the countries, both in developed as well as in the developing ones. No new jobs are coming up as per the emerging needs of the new entrents in the labour force. Even the old hands in several sectors are being retrenched occasionally. Job security has become a thing of the past. It has been widely replaced by anti-labour contract or daily wage systems. Approximately, more than one-thirds of the work force, between 25-54 years age group, world over, are either under-employed or totally unemployed.
3. This monstrous job curtailment is further adding to the concentration of wealth in the hands of corporate barons. Where as the socio-economic problems of the poor are multiplying daily and are becoming unbearable, the wealth gap between a handful of rich and the vast masses of the poor has widened upto an horrible extent. As per a latest survey made by Credit Suisse Research Institute, 71% of the population of the world own only 3% of total wealth, whereas 8.1% at the top have 84.6% wealth under their control. It is also noted that 78% of these millionairs are residing in America or Europe. The situation in India is even more alarming. Here, 1% at the top have 58.4% of wealth and the 50% of Indian population, at the lowest level, has mearly 4.1% of wealth at their command. Out of them nearly 30 crore are Below Poverty line (BPL), who are actually leading a pauperised life. Such a wide disparity in incomes, coupled with widespread unemployment and under-employment, is the biggest source of desperation and anguish pervailing amongst the people, in almost all the countries.
4. In the political arena, this ongoing crisis has given birth to a rightward political shift in several of the countries. In the absence of any effective, world-centred, organised intervention of the communists, negative and reactionary forces have utilised this mass resentment everywhere for carving out significant political spaces for themselves. The victory of Donald Trump in USA, the Brexit decision by UK and rise of ultra-rightist trends in several of the European countries, brazenly demonstrate this shift towards forces opposed to pluralism, secularism and democracy. The tremendous rise of RSS led forces in India is also a concrete pointer to this world wide reactionary trend. All these ultra-right forces are every where advancing chauvanstic slogans under the false cloak of nationalism, and are threatening the ethnic and religious minorities as well as immigrants settling in their countries.
5. In USA, holding of presidential powers by an unscrouplous, hot-headed and whimsical person liks Donald Trump is also a cause of grave worry for all the peace-loving democrats and progressive people of the world. He is commanding the richest economy and the biggest military might in the world, and is adopting more and more aggressive reactionary postures, both in the realms of economic as well as political fields. Trump’s USA-oriented protectionism is patently a reactionary move damaging the interests of developing countries. His backing out of the Paris agreement on ecology, which is aimed at curbing the emission of green house gases, is an other dangerous step for the well being of humanity at large. In the name of protecting jobs for the American citizens, his moves to forcibaly push out immigrants, especially the Muslims, is fraught with the danger of further aggravating the ongoing international conflicts and tensions. Banning the entry from several Muslim majority countries into USA and inserting adverse changes in H1-B visa rules are strong pointers towards coming stringent immigration rules. Such arbitrary approaches of Trump administration are highly detrimental for the economic interests of the underdeveloped countries as well as for G-20 countries such as India, Mexico, Brazil, Pakistan etc.. Increasing ethnic attacks on the Indian and Asian workers in USA is the natural outcome of the vicious propaganda unleashed by the Trump dispensation against the immigrants. Moreover, this administration has re-imposed the trade embargo against Socialist Cuba, which was lifted only a few years back by Obama administration. Similarly, this reactionary imperialist administration is threatening all those countries as dare to oppose its imperialist dictates, to impose trade barriers against them. Not to speak of trade embargo, Donald Trump has even threatened a millitary attack on North Korea. There is no doubt that massive resentments against such whimsical pronouncements and steps of Mr. Trump are coming to the roads all over the world, but still the Trumpism is emerging as a grave danger for the world peace as well as for the just and equitable development of the human society. Unfortunately the Indian ruling classes, especially the Modi dispensation, is still signing more and more strategic ties with this dangerous international marauder.
6. Alongwith this, a sad setback to the progressive forces in Latin America is also being clearly seen. Earlier, an upsurge in this continent against imperialism and amongest the forces of Arab Spring in Egypt, Tunisia and other adjoining areas of Northern Africa had encouraged all the forces fighting against the military moves and hegemonic attacks of imperialists. However, now, this healthy upsurge has, by and large, receded. The American imperialists have destablised several of these positive struggles and are tightening up their grips over the economies of these countries. They have imposed strict sanctions against Venezuela which is still upholding their independent foreign positions, vis-a-vis America.
The Marxists, in general, made a correct assesment of these Latin American and Northern African upsurges as positive nationalist developments against the neo-colonial designs of American imperialism. But all these movements also had their class limitations. The experiences from the negative developments in all of there countries as well as from Algeria, Libya and Ethiopia need to the analysed properly, so as to draw correct alternative apporaches for furture. However, the post-modernist ideologues were wrongly terming these developments as a new form of socialist path, free from Leninist organisational rigours. Now, this faulty assesment regarding these so-called Pink revolutions stands nowhere.

7. The strife-torn Middle East countries especially Iraq, Yeman, Palestine, Syria are burning in the fires of animoisties since long. These fires were basically ignited by the unwarranted intervention of the imperialists in this region. With an eye on the oil rich natural resources of this region, the imperialists fabricated so many false pleas for creating their pockets of influence and to destablise the local regimes. Saudi Arabia and Israel have been continuously providing the necessary excuses for the intervention and attacks by the imperialists. Renowned philospher Noam Chomsky has rightly termed this unending conflict as “a dangerous phenomena which is directly a product of Israel and USA”. Such a nasty approach of the imperialists has brought with it large scale destruction of both men and material in the South West Asia. Lakhs of people from this region have been forced to leave their homes and to migrate to the Europeon countries in penury. As a reaction to this most unwarranted, inhuman and aggressive intervention of the imperialists, some Muslim fundamentalists, too, have created a militant base here in the form of ISIS, which has become a most dangerous source of reactionary fundamentalist moves, opposed to democratic social advancement. As the imperialist’s attacks and interventions can not be stopped and defeated by adopting right-reactionary postures and slogans. They only can be isolated and defeated by the united might of progressive and left oriented forces.

8. Despite all types of difficulties, the countries oriented towards building socialism, such as China, Cuba, Vietnam and North Korea are showing enough fortitude for safeguarding their national security and also in developing their economies. People’s Republic of China is fast emerging as an alternative progressive power centre. It has already surpassed Japan in GDP growth and has become the 2nd biggest economy in the world, which is five times more in comparison to GDP in India. That is why imperialist forces are feverishly conspiring to harass, defame and isolate China. They are not only stoking fresh fires in the South China sea but are also instigating Dalai Lama to unleash anti China propaganda. No doubt, a few years back the Chinese Communist Party did make some confusing departures from the Marxist-Leninist theory and practice, but the leadership of CPC, now, is fighting back the ill effects of such dilutions with full confidence and are developing forces of production in a big way. Chinese global initiatives in forming several international co-operatives such as BRICS, SCO, AIIB, OBOR etc., to develop the material potential required for blocking the hegmonic dictates of the imperialist marauders are really praiseworthy.

In the face of such a belligerent attitude of U.S. imperialism and its allies, the govt. in North Korea is fully justified to develope adequate defensive weaponary.

9. The relations between the governments of India and Pakistan have been deteriorating since long. The countinuing cross-border infiltration of terrorists, surgical strikes and frequent shelling from both the sides across LOC have further escalated tensions between the two countries. Such a perpetual enimical situation portends an alarming future for the Indian sub-continent as a whole. The governments, in both the countries, because of their narrow political interests, do not display the sincerity and initiatives required for the development of peace and brotherhood. Therefore the strengthening of trade-ties between these two big neighbours as well as building up of people to people relations in various fields and fronts are urgently needed to resolve the ongoing tensions.
10. The fate of Rohingya Muslims in Myanmar, presently, is also a matter of serious international concern. Despite their abode there from centuries, they now have been denied the citizenship rights in that country. Innocent people from the community are being mercilessly persecuted. And, virtually in an ethnic cleansing drive the Rohingyas are being forced to migrate out from that country in lakhs. This is a horrible tragedy. But the Trump administration as well as Sangh Parivar led BJP govt. in India are shamefully imparting communal colours to this inhuman treatment with the Muslim minority. This tragic situation needs to be dealt with compassion and on priority basis, and the uprooted Rohingyas should be properly rehabiliated by the govt. in Myanmar, UNO and the world community.
Intensification of Contradictions
11. On the whole, intensification of all the four major contradictions of this era are quite visible in the current socio-political scenario of the world. The basic contradiction between the labour and the capital has further intensified under the impact of ongoing global economic crisis. The working class in almost all the countries, is putting up massive resistance against the so-called austerity measures being undertaken by their respective govts., against job cuts, wage cuts and several other issues related to the living conditions of the workers. Occupy (Wall Street) movement, in almost all the developed countries, was a good pointer of this developing mass resistance .
Similarly, all the efforts of the imperialists aimed at transfering the burden of their own crisis onto the shoulders of the people of under-developed and developing countries, through covert machinations of W.T.O., World Bank and IMF are being resisted by the representatives of these countries in the respective global fora and through mass movements organised by the people. Thus the contradiction between imperialism and developing countries is also getting sharpened.

12. In such an adverse situation at the international level, the most disturbing point for us is : the foreign policy stance of Indian Govt. led by Mr.Narinder Modi. This government is increasingly colluding with US imperialists, and is even compromising our national interests. This government is trying to shield up the hegemonic high handedness of Trump regime and is generally kow-towing their line in almost all the international gatherings. Where as, such a situation fervently calls for intensification of our campaign against the loot and plunder of imperialism. We should also launch massive struggles against the ill-effects of neo-liberal policies as well as against the overt and covert dictates of imperialist agencies aimed at the implementation of those anti-people policies.
National Situation
13. The over all situation in our country also is certainly very alarming. The country, as a whole, is in the clutches of so many deep rooted socio-economic maladies such as horrendous poverty, horrible unemployment and under-employment, ever-increasing inflation, rampant corruption and widespread mis-management. The down-trodden masses, especially dalits, are also victims of various types of caste-based social oppression. The agriculture is under the scourage of a serious crisis. All these maladies, jointly, are inflicting mortal blows to the natural potentialities available here for a robust alround social development. With the adoption of neo-libralism, under the garb of ‘economic reforms’, the painful sting of all these adversities has futher sharpened. No doubt, because of these anti-people policies, a handful of super-rich in the country have amassed tremendous wealth and have found ranks in the global corporate club, but the vast multitude of the toiling masses here are virtually starving. The disparity gap between the rich and the poor, with 1% of the population owning 58.4% of the wealth is perhaps the biggest in the world. The latest quotes in the economic survey made by GOI, released in the parliament in August 2017, underlines the fact that 39% children under the age of 5, in India, are suffering from stunted growth because of chronic malnourishment. This hard reality, coupled with criminal mismanagement of the state administrations, has been patently examplified in the tragic deaths of dozens of children in a single day in Gorakhpur and Farukhabad (both in U.P.) and in Maharashtra. This survey report also notes that as per GHI (global hunger index) 2016, India ranks, 97 out of 118 developing countries. Similarly, India’s rank in Human Development Index (HDI) 2016 is 131 out of 188 countries surveyed. There are dismal proofs of the Govt.’s hollow propaganda of “fast developing Bharat.’’ The government, under the policy of privatisation, has steadily abrogated its responsibilities of providing basic public utilities such as free and quality education, free and adequate health services, regular power supply, pure drinking water, transport facilities, communication services and social security etc.. Consequently, the profit-hungery monster of commercialisation has raised its ugly heads everywhere. And, all the hopes cherished by the crores of poor people in India, to get themselves liberated from the jaws of appalling poverty, stand completely doomed.

14. Broadly speaking, the Modi government, at the Centre, has created the following four major anti-people situations due to its administrative and political frame work :-
(i) Further degradation in the socio-economic conditions of the toiling masses under the mortal impact of neo-libral policies.
(ii) Heightened communal-fascist attacks upon the minorities, dalits, leftists, and rationalists and thus undermining the secularism and democratic framework.
(iii) Intensified social oppression upon dalits, backward class and advasies.
(iv) Increased gender-based brutal attacks, and discriminations with the women.
15. In fact, this government, is nakedly persuing a two pronged agenda : implementation of imperialist dictated neo-liberal policies with more fervour and frenzy; and implementation of RSS dictated slogan of establishing a communal fascist theocratic state in India. This government has nothing substantial in its folds to address the basic and burning problems of the toiling masses. Only the predatory interests of the domestic and foreign monopolists are being catered to. Where as the general masses are being befooled with childish chicanery, empty slogans and hollow phrase mongering, popularly known as Zumlebaji. On almost all the economic issues there is not the least difference in its approach from that of the earlier UPA dispensation. Only the symbolical lebels of the earlier so called people-centered schemes have been given a communal colour or a rhetorical uplift. Whereas, on the ideological political front, this government has given birth to a new monster known as majoritarianism. Which, being anti-thesis of pluralism, is absolutely dangerous for this country, known to be home-land of dozens of nationalities and ethnic groups, which rightly takes pride in being an example of “unity in diversity”.

16. Alongwith its communal fascist agenda, the Modi govt. has also opened more and more sectors of our economy for the ruthless exploitation by the imperialist finance capital popularly known as FDI. Its “Make in India” programme is nothing but an open invitation to the foreign corporates for an assured loot and plunder. By now almost all the major fields of Indian economy such as Banks, Insurance, I.T., Railways , Defence production, Infrastructure and even, retail trade stand opened for the infiltration, occupation and exploitation by the MNCs. With the so-called strategic alliances signed by this government as well as by the previous UPA govt. with the American imperialists, this foreign loot has become more easy, assured and institutionalized. Even the vital concerns of our national security, now stand compromised to a great extent. It also needs to be noted that the imperialists are not working for our socio-economic development but are building a neo-colonial world-order to perpetuate their global plunder. They are trying their level best to establish their dominance over the total natural resources on this earth. They are also not sparing any crime to create an authoritarian political structure suited to their hegemonic needs, and are thus undermining all the democratic norms and forms. Such an ill-advised drive and insatiable greed of the imperialist forces is certainly fraught with unimaginable dangers for the mankind. But the tragedy of our time is that the Indian government, at the behest of ruling classes in the country, is fast integrating its economic and political interests with those of the imperialists. The public sector is speedily being dismentalled and handed over to the corporates. Railways are being privatised bit by bit. Indian Airlines is on sale. Because of all these anti-people and anti-national policies of the govt. the manufacturing sector, to a great extent, is not at all functioning to its full installed capacity. The propaganda being made by the govt., with the help of fabricated statistics, regarding the growth in GDP and regarding other macro-economic indicators is proving to be false and misleading. In fact, the widely acclaimed export-oriented growth is merely an eye wash. Even the economic survey conducted by the govt. also states that India’s share in global exports has stagnated at 1.7% from 2011 to 2016 with intermittent falls to 1.6%, whereas the country aspires for a ‘‘respectable share of at least 5%.’’ The survey also noted that “at present it is very low as compared to china’s 13.2%”. In fact the Indian economy, for its upliftment, badly needs the expansion of its internal market i.e. substantial increase in the purchasing capacity of the working people. But this govt. is wasteing all its precious resources on export promotion. On the other hand, steep erosion in real wages, because of sky-rocketing price-rise, is further squeezing the internal market, and is also telling upon the job-market. This is the reason for the pervailing widespread despondency and bewilderment amongest the toiling masses of our country.
Agriculture in doldrums
17. Agriculture, the main source of livlihood for at least 70% of the population of our country, is in the quagmire of a grave crisis. This alarming crisis is exposing itself in the form of increasing number of suicides being committed by the hard-pressed agriculture labourers and debt-ridden peasants. This horrible phenomenon of suicides by the agriculture based workers and peasants is absolutely an omnious new development in the history of markind. And, unfortunately this most tragic destiny is only seen in India, especially in those areas which were earlierly known as green revolution belts. On the one hand,with the complete monopolisation of the agri-inputs such as seeds, fertilizers, insecticides and weedicides etc. by the foreign and domestic corporates, the input costs have increased steeply. And, on the other, agriculture produce has remained a perpetual source of exploitation by the speculators and the big business who indulge in illegal and ugly market manueovers to fleece the farmers. The government has never given any support to the farmers in their fight against these cruel and corrupt market-machinations, except in the cases of wheat and paddy. Thus peasants have been being looted since long both as producers of foodgrains and other raw materials as well as consumers of agri-inputs and other necessities of life. They have also to bear with several man-made calamities such as floods, draught, under quality seeds, spurious insecticides and unaclamatized hybrid seeds etc.. These are the main causes of the evergrowing debt burden on the backs of peasants and pauperisation of agriculture labourers. To liberate the agriculture as well as horticulture from this agony of debt trap, recommendations made by Swaminathan Agri. Reforms Commission, had ignited some rays of hope. But the govts. at the Centre has refused to implement those recommendations. In the run-up to the parliamentry elections in 2014, Sh. Narinder Modi had promised to implement this report in toto. But after grabbing the power, the NDA govt. has shamefully refused to honour that committment. The govt. has also not responded positivly to the frequent demands of massive public investment in the agriculture. Only lip sympathy is being given through empty slogans of doubling the incomes of farmers by 2022 or by private profit-oriented crop insurance schemes. In fact the govt., at the centre, is covertly working to liquidate the small and marginal farmers and to change over to corporate based farming. The govt is also resorting to forcible land aquisitions for the promotion of interests of the private companies and real estate barons without developing any worthwhile rehabilitation frame work for the peasants whose lands are acquired. This is the over all background in which peasantry is coming to roads in a big way with their just demands for loan waiver and for the implementation of the Swaminathan Report. The peasants from Tamil Nadu conducted a consistent struggle for their demands. Similarly peasants from the BJP ruled states such as Rajasthan, Madhya Pardesh and Maharashtra, and in some other states also have launched massive struggles for the realisation of their pressing demands.
Problem of jobless growth
18. As a result of neo-liberal policy framework, unemployment and under-employment have emerged as the most serious problems of this country of “125 crore people”. In each State and U.T. lakhs of job-seekers, many of them having degrees and diplomas in their hands, can be seen running from pillar to post in search of secure and sustainable jobs. It is estimated that nearly 25% of the workforce in our country is either totally unempolyed or working on awfully low wages. The privatisation of Public sector, the steady withdrawal of the govt. agencies and departments from the fields of public utility services, down-sizing of the government and semi-govt. institutions and closure of several small scale industrial units because of their weak positions in comparison with the Corporate hawks, have immensly added to the gravity of this volcanic problem of joblessness.The intensification of new-libral policy framework by the Modi govt. under the name of “stage III reforms” has further devastated the job-market. Not to speak of casual and contract workers, even the regular workers have been retrenched in thousands in almost all the sectors of economy, ranging from manufacturing to I.T.es; with worst situation in taxtile sector. But this pro-corporate govt. is not taking up any concrete plans to checkmate this constant erosion of job-potentialities, especially meant for the ordinary people. The unproductive bureaucratic burden on the administrative set-up has definitly increased many folds, but the job-space for the ordinary workers is decreasing day-by-day. The compulsory and prolonged internship, the contract labour system, and the recruitment as scheme workers on honorariam, have, in fact, institutionalised the obnoxious under-employment scenario, where the wokers are paid awfully low wages in comparison to the value of work extracted from them. All these important issues, on the employment front, demand an urgent attention of the govt.. All the public utility services need to be reinvigorated directly by the govt; MSME’s need to be encouraged as top-priority task and the public-sector be strengthened and expanded to creat new jobs.
Pauperisation of landless labour
19. The landless labour in the country-side, is the worst sufferer from the imperialist globalisation. These labourers not only, have no means of subsistance of their own, several of them have not even a home to live in. Unemployment, coupled with ever-increasing prices of essential commodities, have thrown this nearly one fourth of the population into the quagmire of pauperisation. An over-whelming majority of these landless poors have to work as menials, bonded labourers are casual daily-wagers in order to earn their livlihood. To make both ends meet, sometimes, several of these laboures have to depend upon money-lenders, who charge exhorbitenly high interests. Consequently, they generally fall into such a mortal debt trap, from which they find it impossible to get rid of, generation after generation. That is why more and more suicides, committed by these labourers are now being reported. Even the MGNREGA has proved to be mearly an eyewash in ameliorating the lot of this down trodden section of society. Radical land reforms, substantive and meaningful PDS, a big boost in assistence for education and for acquiring technical skills, effective implementation of MGNREGA and massive efforts for the expansion of job opportunities can be the only immediate gauranters for the betterment of these landless labourers.
Uncertainties of the unorganised sector
20. It is generally stated that only 7-8% of the labour in India is employed in the organised sector, which has some labour laws. Although, even these labour laws are generally, being violated by the employers with impunity; but for the rest of the labour force in the un-organised sector i.e construction workers, brick kiln workers, housemaids, shop-assitants, agri. labourers and workers earning their livlihood from sundry jobs and occupations, there are no worthwhile labour laws in our country. As such they are not ensured any minimum wages, social security, health compensation, risk coverage and limit of working hours etc.. The hapless women workers in this sector, especially housemaids have to, sometimes, face even serious attacks on their modesty. All these workers are always living under the Domicile’s sword of job uncertainities. And, they have always to undergo immense hardships to stay in life and support their families.

21. Instead of taking any meaningful steps for the redressal of pressing problems of the toiling people, the Modi govt. is always inventing new and new theories and tricks to befool the masses. One such gimmick was the demonatisation of Rs.1000 and Rs 500 currency notes. Announcement to this effect was made, all of a sudden, on November18, 2016, claiming it to be an earthshaking revolutionary step directed towards unearthing the black money hidden in the country as well as in foreign banks. It was also claimed that this demonatisation will end the rampant corruption, will control the cross-border and internal terrorism and will weed out the fake currency from the circulation. But by now it has been patently proved that it was a big fraud played by the govt. with the ordinary people, as it has miserably failed in achieving any of these declared four objectives. With the R.B.I. report claiming that 99% of the demonatised legal tender notes stand deposited in the banks, it seems that almost all the black money also squarely stands white-wasted. Thus this much acclaimed move of Mr. Modi has ended up as an exercise in futility. The innocent people of the country had to undergo innumerable hardships because of this ill-planned move of the govt.. They had to stand in queues for hours together to get their hard earned money exchanged with the new currency or to withdraw their savings from the banks. Even more than 100 people had to lose their lives in the face of these inhuman ordeals. But the govt. spoksmen are still praising this foolish move as a “remarkable success”. Whereas, it has adversely affected almost all the sectors of economy, especially the small scale business, agriculture and industry. Consequently the over all growth trajectory has also gone downwards and the job opportunities stand reduced to a considerable extent. The only gainers from this move were banks, which were facing hardships due to increased number of N.P.A.’s or the corporate houses, who have benefitted because of the closing of smaller units.
GST Bluff
22. Another ‘achievement’ of Modi govt.; which has been propagated as a game-changer, is the promulgation of GST (Goods and Services Tax) w.e.f. July 1, 2017. It was also termed by this govt. as “another independence for the country”. However, by now, it stands clearly proved that GST, with 18% and 28% tax rates (highest in the world), in the long run, may be a big source of revenue collections for the govt., but at present it is further fleecing the consumers and is a bigger source of harassment for the small scale producers and traders. Moreover, with the concentration of tax collections in the hands of Centre, the federal structure in the country will be debilitised further. It also needs to be noted that there is no guarantee of thus increased revenue to be spent on the expansion of social services. It may be spent on building more and more millitary and para-millitary might or on such other anti-people unproductive projects. So for, all these so-called revolutionary steps have immediately resulted in 2% decrease in the growth rate of G.D.P.
23. All these anti-people steps of the Modi govt. have generated wide-spread resentment amongest the toiling masses. They strongly feel that the promises of “good days ahead” was a big hoax. They now expect no relief from the current economic policy frame-work of this government. Cashless transactions, being loudly promoted by the govt, are not feasable in the present Indian society, especially in the rural areas. Moreover this system also increases cost of payments and is, thus, another form of the financial loot. The govt. has extracted crores of rupees from the poor masses under the Jandhan Yojna, whereas it has not brought any benefit for the account holders. There is no control of the government over the ongoing price spiral. The prices of almost all necessities of life are being governed by the cruel forces of the market which are in the hands of monopolists, hoarders, black-marketeers and speculators. It has created deep despodency amongest the masses. But the mass pressure required to force the govt. for reversing this imperialist dictated neo-libral policy framework is still lacking.That is why the govt. is playing new and new nefarious, communal and chauvanistic tactics to detract the attention of the people from their basic economic ailments.
Intensified communal offensive
24. In this direction, it is now a proven fact that the poisonous propaganda unleashed by Sangh Parivar against minorities, and the communal polarisation that follows there from, have stood in good stead for the electoral political expansion of BJP. That is why the Sangh Parivar is now striving hard to capitalise all the divisive and communal issues. In fact, with the installation of BJP govt. at the centre, secularism-one of the two pro-people pillars of Indian constitution, has fallen a prey to serious jeopardisation. The political power was instantly grabbed by the RSS. And, this right reactionary Manuwadi outfit wasted no time in intensifying a countrywide communal offensive directed towards building a fascist theocratic state in India. By now, RSS has succeeded in capturing almost all the vital constitutional institutions and offices in its hands. Right from the office of president, vice-president, prime-minister, speaker of the Lok Sabha, high ups in the judiciary, media and in the security agencies, all are, by and large, being controlled by the Sangh Parivar. The RSS is openly interfereing in all the socio-political and administrative decisions of the govt. and is dictating all the appointments, including appointments in the security sensitive institutions.
No effort is being spared by these reactionary forces to divide and polarise the society on communal lines or to saffornise the pluralist culture of our country. Religious places of minorities, especially of Muslims and Christians have been attacked and vandalised with impunity. Minorities are being constantly threatened to either observe and adopt Hindutva symbols and practices or to leave this country. Not to speak of tolerance for religious diversities, any rationalist comments against the communal outbursts of the bigwigs in the govt. are being snubbed with full force. Issues like faith convertions, inter-religion marriages (mischeviously called Love-Jihad), consumption of beef etc. have been balatantly misused to attack and to mercilessly kill the persons belonging to minorities, dalits and other backward classes. Communal carnages have been stage managed by the followers of Sangh Parivar on such issues. Thus, an atmosphere of intolerance, fear and communal hatred is being created by these reactionary and obscurantist forces in the country. Any body who dares to differ with their reactionary Manuwadi ideology is immediately branded as anti-national and severely tortured, sometimes even to death. After renowned rationalist Dabolkar, Gobind Pansare and M.M. Kulburgi, eminent journalist and social activist Gauri Lankesh is the recent victim of these ultra-rightist forces.

The universities, known as the cradels for the development of new ideas are also under the attack of these communal outfits. JNU is especially being targetted.
Such an aggresive communal approach of this govt. portends disastrous consequences not only for the social harmony in the country but also for its unity and integrity. That is why it needs to be earnestly thwarted both ideologically as well as politically.

Heightened casteist oppression
25. Alongwith minorities, the social standings of dalits too have found steep degradation during the Modi regime. This most snubbed and exploited section of society is feeling further suffocated because of increased social oppression, insecurity and economic adversities. Under the impact of so-called cultural renaissance-push of the RSS, some reactionary outfits affiliated to it are working hard to undermine the positive awakening and upsurge against casteist oppression, and the struggles of the Dalits and other backward castes. This upsurge is definitely a positive contribution in the struggle for equality and justice. In fact the RSS ideologues, from the very begining, have been covering up the inhuman caste system in India as “a valuable national heritage.” Such a wrong and reactionary understanding has contributed in further increasing the brutal attacks on dalits and an expansion and intensification of criminal cases of social discriminations during the past 3 years.
Increase in atrocities on women
26. Similarly the reactionary ideology, being propounded by RSS, is patently supportative of patriarchal bondage of women. The women have been suffering from innumerable miseries and discriminations from ancient times because of this patriarchal order. Even now the women, especially from the poor strata, are helpless victims of various types of discriminations, domestic violence, sexual attacks and exploitation as work force. Sexual attacks on women, even on innocent girls, too have awfully increased during this period. And, it has become dangerous in our country, now, for a woman to go alone out of her house.

27. This government has also intensified brutal attacks on those tribal people, who dare to stick to their traditional locations. In collaboration with the domestic and foriegn corporates, the govt. is forcibly uprooting the tribals from their homes and hearths, even in violation of the laws of the land. This naked crime is simply being committed to usurp the lands of these tribals, which have precious forestry and minerals wealth beneath. Any resistance to this forcible devastation of their very existence, in Central India, is unashamedly being met with military might.
28. The corruption, especially administrative corruption prevalent at the higher levels is not only bothering the ordinary masses but also is a big source of pillferage from the public funds. It has developed into a nasty malady in our country and is acting as a big hinderance for the over all and inclusive development. It is a painful source of so many incoveniences, being suffered by the public at large. The tall claims made by the prime minister Modi of eredicating the corruption have also proved to be hollow. This govt. tries all the tactics at its command to cover up the corruption scandals coming to fore in the BJP-ruled states and is pin-pointing only the corrupt deeds of its political opponents.
29. In face of the growing anger and resentment amongest the people, the ruling classes and their govt. in India is resorting to more and more repressive measures, including draconian black laws like AFSPA and UAPA etc., to browbeat the people. In this context, the continuence of violence in Kashmir valley and its dangerous aggravations, off and on, are a cause of great worry for the country as a whole. The present situation in the valley is really very grave and has become more complex. It can not be resolved through army actions alone. Only political solution can bring any fruitful peace in this region. And, it demands an urgent and sincere attention of the high-ups in the govt. at the Centre. The ongoing complex situation can be resolved only through comprehensive and cordial discussions with all the stake-holders, especially with the estranged residents in the valley as well as with the Kashmiri Pandits who had to migrate from their homes under grave duress. But it seems that the aggressive communal stance of the Modi govt. may not allow it to care for such an initialive for amicable solution. Although the judiciary in the country has taken up an appreciable stand in upholding the right to privacy, but as regards draconian black laws it is always upholding the interests of the ruling classes.
30. The foreign policy of this govt. is also under a serious question. On the one hand stretagic ties are being enhanced with US imperialism to provide them more and more facilities in the Indo-Pacific region, which would certainly be detrimental for the interests of all the countries in the S.E. Asia region. On the other hand relations with the two big neighbouring countries-China and Pakistan, have further deteriorated. It is good that the Doklam stand off has been defused amicably. But the false claims made and provocative pronouncement uttered by some officials at the behests of imperialists and their lackeys, have already done much harm. It is likely to affect our trade ties with China and will certainly be harmful for the economic and commercial growth in the country. Such a situation demands very balanced and cautious approach in future.
31. The Modi government has also exposed the anti-democratic stances of RSS to a good extent. The converstion of minority into majority in Goa and Manipur assemblies through shameful poaching of MLA’s, was an open attack on the democratic norms and forms . In fact the president of BJP, Sh. Amit Shah, takes pride in being a past master of defections. His nefarious designs to snatch the third Rajya Sabha seat from Gujarat in August 2017, though failed in the end, were enough to prove that the fascist ideology of RSS has no respect for democracy. Therefore, just like secularism, all the postulates of democracy may also be dismanteled, one by one, by this govt.. Corporate controlled media as well as governmental media are also being wantonly used by the govt. to spread unscientific ideas, false claims and chauvinistic stances. Fake news fabrication brigades of this govt. are working day and night and are imparting provocations and misinformatious on Gobellsian lines.
32. One of the greatest tragedies of the present situation is that all the bourgeiose parties in the opposition, today, have no guts to oppose the BJP led drive for misinformation and devastation of both democracy and secularism in India. The leaders of these parties are also not standing up to defend the federal structure. So for as the imperialist dictated economic policies of Modi dispensation are concerned, all these parties, national as well as regional, are votaries of the same neo-liberal frame work. When ever in opposition, their leaders under public pressure, do raise some issues in support of the demands of the people. But whenever and wherever they have a chance to rule, they vehemently persue the same anti-people policies of privatisation etc.. As regards secularism, these leaders follow this progressive principle only for their political convenience, otherwise they are not committed to it. The shameful somersaults played by Nitish Kumar in Bihar, some MLCs in UP and some MLAs in Gujarat are recent proofs of such an ugly and nasty opportunism. These bourgeiose parties are also not expected to defend the attacks of BJP on federal and democratic postulates ingrained in the Indian Constitution. Several of their leaders are thoroughly corrupt and unethical in their behaviouer. That is why they seldom dare to take principled stands in political life. BSP, sometimes, do raise the issues related to the castiest oppression of Dalits. But its political approach has always remained divisive and opportunistic. Its leaders, too, do not come forward to take up the basic socio-economic problems of the down-trodden sections of the society so as to launch consistent mass struggles for their redressal.
33. However, there are some rays of hope even in this dark horizon. Several sections of the toiling masses are uniting their ranks to resist the adverse impacts of the neo-liberal policies, imperialist globalisation and communal offensive of the RSS as well as attacks on federalism. Poverty stricken peasantry and pauperised agriculture labourers are unitedly coming on to the roads for the redressal of their longstanding justified demands. Unemployed and under-employed youth are also uniting themselves to demand adequate jobs. The working class and various sections of the employees too are raising their united voice against the fast degradation of their conditions of service. Students too have valiantly opposed the communal offensive of Sangh Pariver, especially in Hydrabad University, JNU and in Delhi University and have defeated the ABVP in the elections of their unions. The students aspiring for admissions in medical colleges in Tamil Nadu are also steadfastly opposing the erosion of federal rights being curbed through NEET. The girl students of BHU too have boldly fought back the reactionary and corrupt moves of the authorities. Similarly women are moving ahead for justice, equality and the security of their life and honour. Some from the intellectual sections of our society, especially several renowned writers too expressed their deep anguish against the atmosphere of hate and intolerance, being cultivated by Sangh Pariver, through their bold decision of returning their awards and titles etc.. They also organised country wide protests in condemnation of the brutal murder of Gauri Lankesh. Some sections of small scale entrepreneurs and shop-keepers too have organised protests against the introduction of GST, digitalised payment enforcements and their consequent unnecessary and unwarranted harassment at the hands of govt.. Secular-democratic and patriotic forces are also coming up against the atmosphere of intolerance created by the RSS and also against the concept of majoritarianism being propounded by the BJP. This emerging mass upsurge is likely to acquire enough strength, in the coming days, which is badly needed to force this govt. for rolling back all its anti-people policies.

In such an adverse situation, the Left and democratic forces in the country are duty bound to pick up the gauntlet simultaneously against the forces of right reaction represented by RSS, imperialist dictated economic policies of neo-liberalism and social oppression of all varities. The Left forces are, no doubt, strong votary of secularism and have been adopting cogent ideological-political positions against communalism of all shades and against social oppression. The Left has also been a staunch fighter against the fascist trends emnating from all quarters. It has also unflinchingly opposed the pro-corporate policies of the government. Moreover, the Left is competent enough ideologically to evolve an effective alternative to the present pro-corporate and jobless growth model, being persued by the Modi govt; which would be naturally comprehensive, pro-people and equitable model for inclusive growth. Thus the Left is duty bound to provide a rallying centre to all the secular, democratic and patriotic forces as well as individuals in this country, so as to befittingly oppose the devastating economic ouslaught of the govt. and also to thwart its communal fascist offensive.
But unfortunately the Left in India, at present, is too weak and divided to undertake this gigantic task. Since long, the political Left, here, stands badly divided over some theoretical-political issues. And, some of its sections have also fallen victims to the deviations and have gone astray from the correct and scientific Marxist-Leninist path of social transformation. A big section of the left is still tailing behind the bourgeoise parties and instead of projecting an alternative pro-people model of development, they have followed the same neo-libral policies in W. Bengal and Kerala. Such an opportunistic approach betrays Marxism-Leninism and borders around social-democratic ideological postures and practices. The ghastly murder of our top leader, Comrade T.P. Chandershekhran, at the hands of such an anti-people elements, was a big blow for left unity. Like wise, another section of the left is still harping upon anarcho-militarist adventurism and are damaging the prospects of building a militant mass movement.
The ruling classes of the country have succeeded in utilising these differences and, thus, disrupting and dismembering the Left movement, to a great extent. Consequently, the Left, as a whole, stands miserably marginalised in the political arena to-day. But the roots of the Left movement are still intact amongest the down-trodden masses. The militant struggles of various sectious of the working people for the realisation of their pressing demands are emerging in all parts of the country. Even countrywide united struggles are also emerging. This potent force of the struggling Left is to be strengthened, streamlined and converted into an effective weapon to challenge the anti-democratic and anti-national economic positions as well as communal fascist attacks of the govt., and also to challenge the capitalist-landlord ruling classes politically.Therefore the historic task today is to make consistent efforts to unite all the Left and democratic forces in the country. To start with it may take the form of on some minimum common programme, which may be developed further for changing the present anti-people socio-political scenario into a secular-democratic set-up. We are of the firm opinion that united left-intervention, both at the Centre and in the States, can work wonders, even in the current dismal situation.

As India is a big and vast country inhabited by more than three dozen nationalities, speaking different languages and each having their own cultures, customs and traditions, therefore different regions naturally will have different types of problems, priorities and needs. As such, militant mass movements will be organised, everywhere, on pressing regional issues as an urgent priority. Such regional and local struggles will further be united into an All India revolutionary movement.
The party will also do its utmost to co-ordinate the emerging struggles of various sections of the toiling masses, such as workers, peasants, agriculture labour, youth, students, women, Advasies etc. for the realisation of their pressing demands, so as to develope a countrywide millitant mass movement. As a whole, the Party will put in its best efforts to mobilise all the sections of working people :-
1. To oppose the neo-liberal policy frame work.

4. To curb corruption and mal-administration.
5. To get the employment avenues generated in a big way and to get the MGNREGA implemented in the right earnest.
6. To end casteist oppression and discrimination.
7. To resist any distortion in labour laws, for enactment of proper laws for the unorganised sector workers and their implementation.
8. To project the agriculture sector from further ruination.
9. For residential plots for rural landless families and houses for the urban labour.
10. To develope and strengthen uniform public education system as well as dependeble Health facilities for all.
11. To secure right to employment as a fundamental constituational right.
12. To oppose all types of oppression on minorities, dalits, women and tribals.
13. To oppose attacks on democratic rights, norms and forms and to oppose enactment of anti people black laws.
14. To awaken and arouse the masses against the ever increasing intervention of imperialists in the affairs of our country.
15. To strengthen unity and integrity of the country and to resist further dilution of federalism.
16. To safeguard natural ecology from wanton destruction by the mining mafias and corporates.
17. To strengthen proletarian internationalism.
